I have a feeling that Kevin Feige has changed his mind about using characters who may have died/disappeared in previous stories to bring out new stories - especially if the actors played the character in a series of strong movies prior to that. He saw the example of Hugh Jackman as Wolverine returning to play the character again ( a variant he may be) as something very much appreciated by the genre's fans! It likely inspired him to resurrect Robert Downey as Dr Doom and to join other future movies. Now he is talking of resurrecting other legacy characters.
